Washington County grand jury indicts 27 people, including four in shooting | News, sports, jobs

MARIETTA – The Washington County grand jury on Wednesday morning indicted 27 people, including four people, for their involvement in a September shooting on Greene Street in Marietta in which a woman was shot in the face.

The grand jury also indicted Beverly Police Chief Todd Bumbalough for a domestic violence incident involving a minor female family member.

Kylar James Wilson, 20, 731 Greene St., Marietta, was charged with one count of first-degree felony attempted criminal offense with a firearm specification, three years; a third-degree felony count of tampering with evidence; and three counts of second-degree aggravated assault, each with a weapon sentence of three years.

The indictment alleges that Wilson knowingly caused or attempted to cause physical harm to the shooting victim with a firearm and that he engaged in conduct that, if successful, would have resulted in murder by using A firearm was fired and the weapon hit the victim’s face.

Washington County Prosecutor Nicole Coil clarified that the attempted felony charge relates to attempted murder. She said previous charges included in an Oct. 8 indictment against Wilson would be dismissed and the charges in Wednesday’s indictment would supersede the original charges.

Madison Marie Brant, 23, 707 Sixth St., Marietta, was charged as a co-defendant with Wilson on one third-degree felony count of tampering with evidence and one fourth-degree felony count of inducing panic with a one-year firearm specification.

The indictment states that Brant carried a firearm on her person or near her body while she committed the crime of inducing panic.

Coil said previous charges contained in an Oct. 8 indictment that included three counts of second-degree aggravated assault will be dismissed and the charge in Wednesday’s indictment will supersede the original charges.

The charges against Wilson and Brant stem from their alleged involvement in a shooting that occurred around 12:55 a.m. Sept. 28 in the parking lot of Advance Auto Parts at 200 Greene St. Marietta. Police previously told The Times that officers responded to a call at downtown when they heard gunshots and responded to the scene to find a woman had been shot in the face but was still conscious. Police discovered 38 shell casings at the scene and determined that four people with four handguns were involved in the shooting.

The two other suspects involved in the shooting, Ashton J. Dugan, 20, 1046 Laird Ave., Parkersburg, and Brendon M. Pierce, 18, 3109 Elm St., Parkersburg, were also indicted Wednesday as one-third degree co-defendants falsification of evidence; one count of fourth-degree aggravated assault, each with a firearm specification for three years; and a second-degree misdemeanor count of obstructing official business.

The indictment states that Dugan and Pierce each carried a firearm and knowingly attempted to cause physical harm to Wilson with a firearm.

Wilson has not yet been charged with the charges in the new indictment, and Washington County Jail records show he was arrested on the old charges on Oct. 8 and not released. No bond has yet been set for the new charges.

Brant has not yet been charged with the allegations in the new indictment, nor has bail been set for him. Jail records show she was arrested on the old charges on Oct. 17 and released on Oct. 22.

Dugan was arraigned Wednesday and pleaded not guilty. A personal recognizance bond was ordered for all charges, with one of the conditions being that no contact be made with Wilson, Pierce or the victim without an attorney present. Jail records show he was arrested and released Wednesday.

Dugan’s trial is scheduled for Feb. 11 at 9 a.m., according to court records. Judge John Halliday of the Washington County Court of Common Pleas will preside.

According to court records, Pierce has not yet been charged and has not entered a plea to the charge.

According to jail records, Pierce was booked into jail on Oct. 11 and released on Oct. 11 after bail was set at a total of $30,000 on charges of obstructing official business, tampering with evidence and attempted aggravated assault.

No bail has been set for the charges included in the indictment, according to court records. Some of these differ from the charges listed at the time of Pierce’s arrest.

Bumbalough, 56, of Beverly, was also charged Wednesday with obstructing official business, a fifth-degree felony, and first-degree domestic violence.

The charges stem from an Oct. 6 incident at Bumbalough’s apartment involving a 14-year-old female family member. The child claimed that she was having a verbal argument with a woman in the house, and Bumbalough became involved in the argument and lashed out at her, throwing her into bed and punching her in the face, breaking her glasses and injuring her right eye .

Additionally, in Marietta Municipal Court records, a Beverly police officer who responded to the incident at Bumbalough’s apartment claimed that the officer handled the call differently because it involved Bumbalough and that he thought the Washington County Sheriff’s Office had it Was supposed to answer the call, but Bumbalough didn’t tell him to call the sheriff’s office.

Bumbalough was booked into the Washington County Jail on the charges on Oct. 8 and released on Oct. 9, jail staff previously told the Times.

A hearing was held in Marietta Municipal Court on October 16, where the felony charge was initially dismissed and no action was taken on the misdemeanor charge, and where it was mentioned that the Washington County District Attorney’s Office was seeking a special prosecutor from the Attorney General’s Office from Ohio had requested.

According to the indictment, Marietta City Law Director Paul Bertram is the special prosecutor for Bumbalough’s case. Bumbalough has no hearings or proceedings scheduled yet in the Washington County Court of Common Pleas.

The other defendants include:

* Moses Schmucker, 50, 705 Young Street South East, Massillon, Ohio, was charged with a fourth-degree felony count of improper handling of firearms in a motor vehicle, with a requirement to retain a firearm beginning in May 2023.

* Justin Bruce Ketterman, 38, 151 Highland Lake Terrace, Washington, W.Va., was charged with one second-degree felony count of aggravated drug trafficking, one second-degree felony count of aggravated drug possession and one fifth-degree felony count of aggravated drug possession as of December 2023. In a separate case, Ketterman was charged with a third-degree felony count of aggravated drug trafficking, a third-degree felony count of aggravated drug possession, a fifth-degree felony count of drug trafficking in a fentanyl-related substance and a fifth-degree felony count of drug possession in February.

* William Thomas Klintworth, 60, 321 Sherlock Rd., Waterford, was charged with first-degree aggravated menacing; one third-degree felony count of intimidation and one fifth-degree felony count of obstructing official business, both with a firearm specification for one year; and a third-degree felony county for possession of a weapon while impaired, with eight provisions for loss of a weapon while impaired as of Oct. 8.

* Willis Patrick O’Brien, 31, 2840 Salt Springs Rd., Grant, Ohio, was charged with two fourth-degree felonies for failure to provide notice of change of address beginning in May 2023.

* Robert K. Warren, 51, 212 Simmons Dr., Ripley, was charged in June 2021 with a fifth-degree felony count of aggravated drug possession.

* Douglas Jackson II, 25, 2171 Jackson Blvd., Cleveland Heights, Ohio, was charged in May 2021 with a fifth-degree felony count of possession of criminal tools.

* Allen Richard Sampson, 35, 206 Brentwood St., Marietta, was charged with a third-degree felony for failing to provide notice of a change of address in February.

* Nathaniel George Lee Payne, 23, 127 Muskingum Dr., Marietta, was charged with a third-degree felony for failing to report a change in vehicle information or identifiers in March.

* Justin Wayne Fore, 43, 1658 Pansy Dr., Charleston, W.Va., was charged in October 2022 with a fifth-degree felony count of identity fraud.

* William Albert Kennedy, 58, 6505 Valley Dr., East Sparta, Ohio, was charged in November 2021 with one second-degree felony count of aggravated drug trafficking and one second-degree felony count of aggravated drug possession.

* Ryan Eugene Paxton, 37, Waterford, was charged with one first-degree felony count of aggravated burglary, one first-degree misdemeanor count of domestic violence, one first-degree misdemeanor count of child endangerment and one first-degree misdemeanor count of… As of July, using a weapon while under the influence.

* John William Dearing, 45, 275 Front St., Marietta, was charged in July with one count of fifth-degree larceny.

* Justin Joe Moore, 36, 1380 Wheeler Rd., Zanesville, was charged with a fourth-degree felony count of improper handling of firearms in a motor vehicle with the condition that the weapon be retained and a fifth-degree felony count of unlawful possession of dangerous weapons the condition that a weapon must be confiscated, from February.

* Chaden Christopher Bruce, 21, 709 Ninth St., Marietta, was charged in June with a fifth-degree felony count of aggravated drug possession.

* Kylie Rae McCoy Farnsworth, 21, 202 East Fay Ave., Marietta, was charged in April with a fifth-degree felony count of aggravated drug possession.

* Stephan Neale McGuire, 43, 223 Maple St., Belpre, was charged with one third-degree felony count of tampering with evidence and one third-degree felony count of aggravated drug possession. His co-defendant, Samantha Joe Stauffer, 38, 523 Second St., Marietta, was charged with one third-degree felony count of tampering with evidence, one third-degree felony count of aggravated drug possession and one fourth-degree felony count of possession of a fentanyl-related compound. Both defendants’ indictments dated back to January.

* David William Strattion, 69, and co-defendant Julia Mare Porter, 58, both of 11776 State Route 555, Cutler, were each charged with one count of second-degree felony drug trafficking and one count of second-degree felony drug possession, each with 28 counts for the confiscation of a weapon in a drug case; a third-degree felony count of possession of a weapon while under disability; and a fourth-degree felony count of theft in August. Co-defendant Joan Irizarry, 61, 2705 Lake Rd., Fleming, was charged in August with a fifth-degree felony count of aggravated drug possession.

* Lisa Lee Patterson, 29, 309 Maple St., Unit D, Marietta, was charged with one count of fifth-degree larceny from June to September.
