In Australia, detectives Ian Kennedy and Kevin Raue hunt down five brutal rapists and murderers of an innocent woman who was kidnapped and killed on her way home. The alarm was raised when she failed to show up for work the next day and was later quickly beheaded. Meanwhile, in Los Angeles, FBI agents Louis Perez and Jim Davidson must stop four deadly Russian immigrants who have embarked on a mission – a kidnapping and killing of hostages that police quickly link to each other.
