Level 3 sex offender released near Walker

WALKER – Level 3 sex offender Thomas Edward Strong moved near Shing Wauk Drive NW near Walker on Oct. 18, according to a release from the Cass County Sheriff’s Office.

The press release states that Strong “has had sexual contact with known male and female children.” Contact involved penetration. Strong used his established relationships of trust to establish and exploit uncontrolled contact. He used manipulation and coercion to maintain control.”

These crimes were investigated by the Bemidji Police Department and Strong served his sentence and was released from custody on April 18, 2016.

Strong is 35 years old, 6 feet 2 inches tall and is described in the news release as having black hair and brown eyes.

As a Level 3 offender, Strong is subject to community notification pursuant to Minnesota Statutes 244.052 and 253D. These laws allow law enforcement to release information to the public about people convicted of sexual or robbery offenses with the belief that “the release of information will enhance public safety and protection.”

Law enforcement officials emphasize that this notification is intended to raise public awareness, not to incite fear, and that the Cass County Sheriff’s Office “may not determine where this individual may or may not reside, nor may this agency determine where.” she works or where she goes to school.”
